Amazon has converted a previously informational metric into a hard compliance requirement. From September 30, professional sellers must deliver 90% of FBM orders to Amazon Business customers during their operating hours — or risk having those offers deactivated.
The Business Hour Delivery Rate (BHDR) is a metric that has existed in Seller Central for a couple of years — but until now it was informational only, meaning Amazon showed it to sellers as a benchmark without any consequences for falling short. That changed on June 18, 2026, when Amazon announced it will become a hard compliance requirement effective September 30.
The requirement applies to professional sellers in the United States, United Kingdom, and Germany. Cross-border reporting from July 2026 suggests the underlying FBM delivery-performance tightening extends to several additional European marketplaces as well, so sellers on Amazon France, Italy, and Spain should treat this as an early signal of what's coming to their markets.
Before you can fix anything, you need to know where you stand. Your Business Hour Delivery Rate is already in Seller Central — here's the exact path to find it.
The Business Hour Delivery Rate is carrier-dependent, not seller-dependent. You control when the package leaves your warehouse — you don't control when UPS, FedEx, or USPS actually attempts the delivery. This is the core frustration sellers are raising in the forums, and it's entirely legitimate.
Real examples of failures outside a seller's control that Amazon counts against BHDR: a delivery vehicle arrives at a business address at 11pm due to driver rerouting; a package is delivered on Juneteenth (a federal holiday) when the receiving business is closed; FedEx Ground attempts delivery at 7am before the recipient's office opens; USPS delivers to a business on a Saturday when the business is closed Monday–Friday only.
Amazon provides three tools it says will help sellers meet the BHDR requirement. Used together, they represent the fastest path to compliance for most FBM sellers.
For some sellers, the cleanest path to BHDR compliance is moving the right SKUs from FBM to FBA rather than trying to fix carrier performance on products that are structurally difficult to deliver within business hours. Here's how to make that call by SKU.
It would be easy to read the BHDR requirement as purely a burden — another Amazon compliance demand layered on top of an already complex operational environment. But there's a second story here that most sellers are missing entirely: Amazon Business is one of the fastest-growing, least-contested revenue channels available to Amazon sellers in 2026.
The categories with the strongest Amazon Business demand in 2026 — office supplies, safety and industrial equipment, cleaning and janitorial, kitchen and restaurant, health and medical, electronics accessories — are worth researching with market intelligence tools before investing in the operational changes BHDR compliance requires. If your product has genuine B2B demand, meeting the threshold is an investment in channel access. If it doesn't, you're solving an operational problem that may not have a revenue payoff.
SellerSprite's Market Research tools help you determine whether Amazon Business buyers are actively purchasing in your category — so you know whether the BHDR compliance investment has a revenue payoff behind it. Free 3-day trial, no credit card required.
